Señaló que la ley aprobatoria de los tratados es solo una autorización para que el Poder Ejecutivo Nacional manifieste la intención de obligar internacionalmente a nuestra República a través de un tratado internacional y que sólo una vez que el tratado ha sido debidamente ratificado por éste y ha entrado en vigor en sede internacional sus disposiciones devienen vinculantes en el ámbito interno.
